I am buying a used iPhone 6 Plus from someone that used the phone with AT&T. Will I have an issue activating the phone with Verizon? I have a active Verizon Account if that helps.

The iPhone 6 is one of the first phones to have bands for all carriers, including CDMA bands.
Once it is unlocked from ATT it will work on Verizon.

Yes. Here is the policy and info on Sprint phones. The iPhone 6s is also unlockable for domestic, the information hasn't been updated to show it yet.
