Activation issue

I didn’t turn off my old iPhone before activating the new one and now I can’t make or receive calls/texts. The SIM card from the old phone is already installed in the new one. I’ve tried resetting the network settings and turning the new phone on and off.

Unless you got the phone without a sim, you're supposed to let it activate with the sim included.
