On the Verizon Network can you buy an Apple watch without adding a new line to the account?

Apple Watch GPS + Cellular models can connect to cellular. With a cellular connection, you can make calls and use data or apps when you don’t have your iPhone or Wi-Fi. 

If cellular services are not needed, and the device is paid off, then no, a line is not needed.

What happens if i cancel the line for my watch while still making monthly payments on my watch?

Thanks for reaching out, Hienrn. Help has arrived. If you have a Device Payment Agreement on the watch, and you disconnect the line, the remaining balance of the Device Payment Agreement will become due in full on the next billing statement.
