Buying a iphone 4 that is unlocked?

I am really wanting to get an iphone and here a lady is selling an iphone 32gb and she says it is unlocked to any network. I hate to spend the money and find out that I can not activate it on my line. So I am asking for some advice. Do you think it is a scam? Is there any way that I can activate it on my line with verizon? Thank you in advance!!

Most likely no. Verizon has a cdma network which isn't compatible with unlocked gsm devices.

Verizon has to approve of a phone on there network so unlocked or not if its not an approved phone you will not be able to activate it.
