Can my Iphone 4s be unlocked to accept a sim card in switzerland?

My grand daughter is traveling to Switzerland and wants to use her IPhone 4s while there. Can this phone use a Swiss Sim card? Or if it locked by Verizon can it be unlocked for international Sim card use?
