Can't receive calls or call out on Iphone 7 plus

I have an iphone 7 plus on the prepaid plan. I cannot receive calls and cannot call out. I have tried resetting the network, cutting the phone off, doing a soft reset, turning the airplane mode on and back off after 5 min. Nothing works.
