Is is possible to simultaneously use LTE and wifi? Assume a case where you want to stream something from your LTE connection to a Chromecast. You connect the iPhone to the Chromecast using a wi-fi network. If the wi-fi network doesn't have an internet connection (like somewhere without cable or DSL; yes those places still exist, that's why I need LTE), can you get the content on LTE and "Cast" it?

Unfortunately, you're going to be out of luck. For Chromecast to work both devices have to be on the same network.

I have never tried this with my CC, but can you use the phone's mobile hotspot (if enabled) to create a direct connection meaning both the phone and the CC are thereby on the same network?
