If I watch, say Youtube videos on my iPhone, will it use the same amount of 4G Data that iPad would use? I'm thinking not being that video on iPhone is smaller than on iPad.

They will use the same data regardless of size. The format of the video you are watching is being transmitted. So if that file is 2GB in size then both devices will get 2GB.

No matter what device is, where large or small. Both iPad and iPhone Carry the Same LTE Chip, which received and sends data at same rate.
