Emergency alert not working

My wife and I have a joint Verizon acct. our phones are 10 feet apart, her iPhone 7 received a flash flood alert, my iPhone X did not. I went setting notification and all three government alerts are on. Why am I not receiving the alerts. Software is up to date.
