Got the Kenya plan and now my phone doesn't work

Last night I upgraded to ios9. This morning, after speaking to a VERIZON rep to implement the Kenyan data and calling plan, my phone stopped working. Text and everything else is fine. I've restarted the phone. Nothing. Anyone else know what to do?
