How do I find a lost iPad?

Lost my iPad...is a 3G/Wifi version but cannot get iPad 2 turn on so I can locate it & update/notify police 2 locate it. How do I add my iPad 2 a plan BEFORE it connects 2 Internet or someone removes SIM card?

You can access iCloud and find my iPhone on a computer, or with the app on another apple device.

  It can lock and find the iPad if it is on, via wifi, even if sim is removed.
