How do I set up wi-fi calling on iPhone SE?

I learned that the new iPhone SE can make phone calls off the Wi-Fi connection in my house.  However, when I try enable it, I'm told to contact Verizon.  Why is that, and do I really need their help in doing this?

It could be an incompatible feature or your account type.
