How to unlock Verizon iPhone 6 for use in Italy with Vodafone sim card?

My daughter is in Italy study abroad for four months. She has an iPhone 6 with the Verizon Travel Pass. When she went to Vodafone today they told her the Vodafone sim card will not work as the phone is locked for GSM roaming. Apple confirms this but Verizon repeatedly told me today that ALL of their iPhone 6s are unlocked. Apple will not help us without Verizon sending them an "unlock request". Verizon refuses to send Apple an "unlock request" because, again, they say the phone is already unlocked. Can someone PLEASE help me?
