How unlock iPhone in Russia?

I bought the iPhone 4S (IMEI 990001038571881) and it is locked. What can I do to unlock the phone and use it in Russia?

Getting a new phone activated is always fun. Do you currently have an active account with Verizon Wireless? In order for us to get the phone active for use outside of the country we would need to have an active Verizon Wireless account. If you do, are you going to be traveling to Russia? If so, how long are you going to be outside of the country? Please keep us posted.
