I'd suggest turning off data and using it on Wi-Fi whenever possible. The roaming can add up depending on the country. Check out the tool that VZW has.. its a trip planner. International Trip Planner

Unless I'm missing it I don't see the iPad mini 2 listed in the tool but I'm pretty sure it works. I selected the iPad mini 3 and these are the key items:

You can use the iPad Mini 3 16GB Silver 4G LTE to browse the internet and access email in all selected countries. Before you travel, sign up for International Services through My Verizon to add the right international plan for your needs.

Like I said it should work with no problem. Just be conscience of how much your using if you do the pay as you go vs. turning off data and using Wi-Fi only. Turn off cellular data by just turning on airplane mode and then toggle on wi-fi if you go that route. Good luck.
