I have purchased a sim card for my IPhone 6s. Should I wait to install the card prior to arriving in Paris as I will be continuing to use the phone prior to leaving for Paris?

I Assume the SIM card you purchased is for a French cell network. 

OF course there is no point using the French SIM card as You will not get service on that SIM card in the USA.
