How do I get my phone to alert me with texts & emails? It used to work, and now it's iffy.

Being notified when you receive a text or an email is crucial. I want to ensure that this feature is working and back in tip top shape in no time. How long has this been happening where it's not alerting you? Can you tell me more about it being 'iffy'?
