I was a customer for Verizon for 14 years. Purchased two iPhone 4s, while as a customer I requested Verizon to unlock both my phones why after 4 months they still refuse to help me unlock my phones?

I was a customer for 14 years and requested to unlock my phones iPhone 4s' (two of them) and to this day they refuse to help me unlock them so I may use with different carrier. They give me the run around about why they can't unlock them at the Stores and why they refuse to help me in tech support. I paid in full for those phones and I should be allowed to use my phones with other carriers not just Verizon. Who can help me?

IPhone 4S can be unlocked for international GSM carriers.

it cannot be unlocked for domestic (USA) carriers such as T-mobile and AT&T.  It is not that they won't, they can't.
