Stopped by my local Verizon store
Turns out there's a special iPhone BOGO available only in store and in selected areas for Philadelphia and South Jersey per store mgr. If you're looking to save $$ , wont hurt
It's available to business customers and consumers. Not available online or in other stores .. call your store to see if they're part of the program
It might also be third party retailer promotion too.

Also, the promotions are usually only eligible if you have a telephone number from that area. If you have an out of state number but live in that area, you are not eligible.
