I haven't been able to find an answer for this question. Say that I block a phone number directly from my iPhone. Then I use my laptop to access Verizon Message Plus. I haven't blocked the number on Verizon, only the iPhone. So that means I'd still get texts but only if I log in. Right?

If you block a number via the phone app, ALL communication from that number is blocked. Text messages should not be delivered to your phone. Also, if that number was a contact and part of Find My Friends, they are booted off FMF. If you later decide to "un-block" that contact you will have to add them back to FMF from scratch if you want them back on it.
