Iphone 4s can't send or receive MMS messages?

New iphone 4S (16 GB, white) not sending or receiving picture messages. It worked for about a week after I got it and now it doesn't. I have MMS messaging turned on, cellular data on, data roaming on, and I tried it with iMessage both on and off but nothing works. I also tried resetting the network settings but no luck. Does anyone know how to fix this problem? Is it possibly an issue with the picture size? Picture messages send about 90% of the way and then I get the red exclamation point saying to retry.
