Is Facetime free when travelling internationally?

I purchased the $40/mo International package on my daughter's phone. I'm trying to figure out if we really need this. I was told from iPhone to iPhone, if you Facetime, it is free, even Internationally. Is this true? She will only be calling me a few times through a two week period, and texting me once a day. Not sure which route to go. Texts are .50, I believe.

FaceTime uses data and it would only be "free" when the phones are connected to wifi.
