Is there a way to unlock an iPhone 4s so that it works INSIDE the US with other US carriers?

I currently have a Verizon iPhone 4s that was bought outright at 100%. Can I factory unlock this phone so that I may use it INSIDE the US with another carrier? Such as AT&T or Virgin Mobile. Every 3rd party unlock service says the 4s can only be used outside the US once its unlocked. Is this true and why is that?
