I cannot acces all my songs on a playlist when I am not on wifi. What am I doing wrong?

If they're not downloaded to your phone or computer there will be a little cloud icon next to the song. Until you download the song for local storage it will be stored in iCloud as long as you have iCloud Drive enabled. So if you delete a song, or purchase it on your computer, it won't be on your phone until you download it.
