Locked in Trade in

I preordered the new iphone 13 and agreed to trade in my current phone. A few days later I realized I preordered the wrong phone. I called customer service to cancel the order before it was shipped. 

Days later I went to the Verizon store to buy the correct iPhone 14 pro max. When I went to trade in my current phone, the sales person told me it was locked in with the phone I preordered and NEVER received. 

Verizon wants my phone back for a phone I never received and now I’m losing out on the $1,000 promotion. I’M LIVID!!
