I have an iphone 4S that has been unlocked for international use. My data was turned off before I left the states. However, my texting and calling is still on. This wasn't an issue, because I was supposed to only be using the imessage feature while overseas. Even though I'm on Wifi, My phone keeps attempting to send texts. at $.50 a text, its getting extremely frustrating. At least I know that using FaceTime is a free feature- it can't call on a wireless network when the option is disabled.
I cannot call Verizon, even their toll free number without receiving a charge. I have turned off every feature I can in my device to disable texting, and it still goes through as an sms message. I tried to disable texting on the MyVerizon service online, and all I get is a message saying 'this cannot be done at this time, please call ______ number for assistance. Which if I may remind you, I cannot do without another enormous charge.

We absolutely want you to get the assistance you're looking for so you can get back to enjoying your time overseas AmyTenchi. Please go to Settings>Messages to make sure iMessage is turned on and Send as SMS is turned off, so that iMessages will only go through as iMessages and will not revert to SMS when it's not available. Blocking text messages all together through My Verizon http://bit.ly/xB4iTc is also an option, but it seems as if you've already tried that route. We do have a way for you to reach us from a landline in whichever country you're in, at no charge to you. Please visit http://vz.to/18oaptS for the toll-free number to call from the specific country you're traveling to to reach a representative who can assist you immediately.

Have you tried logging into your My Verizon account, clicking on "Block Services" and selecting "Block All Messaging"?
