Well first try this:
Hold down the on/off switch at the same time with the home button (big button in center bottom of phone) you should see a white apple logo on the screen. Release both buttons. It should then reset.
If not bring it to a local Apple Store and have them look at it. If under a year of ownership as first purchaser it can be warranted there.
