My new phone is not activated (though it should have been) and I can't get a hold of anyone.

I just picked up a new iPhone SE at a store after my iPhone 7 was stolen. It's showing on my account, but it's clearly not connected to my account. I can't get a hold of anyone and I'm not sure if I can troubleshoot and fix the problem myself. Can anyone offer some advice?
