Do you mean bill 2 account? Probably not. iPhone 4s took months to be able to since it is in a different system when it's very popular unless they have them in the store. They might not have alot of them.
Yes bill it to my account. I have always done it and been fine but not on a pre-order. Never been able to do it though unless I went into the store. Didn't want to waste my time going in if it wasn't going t make a difference.
