Phone Trade in Issue - No Promo Honored

On iPhone release day I went to BestBuy and signed up for a new Verizon account with two Play Unlimited lines. I also bought two iPhone 13 Pros.

I wanted to take advantage of the Verizon trade in offer to trade in two iPhone XRs for $800 each

On the Verizon Trade-In site it only offers $142 for an iPhone

 

XR even when logged into my account.

I have tried dozens of chats and been on hold trying to get help for almost an hour and no one has answered.

I was excited to sign up but now I am very frustrated. Not a good experience. I am running out if time on my trade in window.

How do I get it to show the promotional deal value? 

How can I even get help?
