Picture messaging

I just got my new iphone4 and the only thing I have an issue with is sending and receiving picture messaging. I can only receive and send with those who have iPhones. How can I fix this?

Are you sending to the non Apple user as a separate message or group message?

Separate.. I select a single user and hit the camera and select a picture and send and it gets to a 80% send and then says sending failed

what happens if you trying tapping on the i to resend it?

I'm assuming my phone data always has to be on to send mms an receive them? That's the only way it had worked??? I try not to use my phone data because I only get 1 gb

Yes your cellular data needs to be on.

iMessages don't need cellular data access because its data that can go over either wifi or cellular data.
