Roaming charges possible when iPhone 5 in airplane mode overseas?

If the iPhone 5 airplane mode and wifi are turned ON but "Voice & Data Roaming" is turned OFF while overseas (with no international plan purchased beforehand), is there still a risk of incurring roaming charges? For example, would roaming be possible while the phone is trying to connect to a wifi network?

With voice and data roaming turned off you should be fine, for an extra precaution you can just turn off cellular data altogether in settings->general->cellular.
