I am selling my iPad 3 (WiFi + 4G Verizon) on eBay. When it sells, must I move the SIM card? Why?
Should I ship the device without a SIM? Or replace the SIM?

Keep your SIM. The new user cannot use it. You can use it again in another device of yours or toss it. Verizon says that after 30 days of non-use, like when you activate another SIM in place of the old one, the old one deactivates. the new user needs their own registered with provider SIM.

Should I tell buyer that they must obtain a new SIM? Should I get a new one (unused) from Verizon before shipping the iPad?

If you are selling it, you don't need a SIM any longer. You can tell them they need their own SIM, they should know that, but tell them it's free at a Verizon Corporate Store.
