Switched to ProMax, and haven't been able to recieve calls

I've had the ProMax since the day it came out. Since then, people only get my voicmail when they call me. I have switched SIM's, wiped phone clean, and restored, checked all settings numerous times, been on phone with Apple and Verizon for hours, and nothing helps. Anyone having this issue?
