iCloud should not have an affect on your playlist selection, or music as a matter of fact (unless you use iTunes match). If you want to make a playlist, do the following:

-Open iTunes and connect your iPhone 5 via lighting USB cord or WiFi sync

-Go up to 'File' and select 'New Playlist'

-On your sidebar on the left hand side of iTunes under Playlists you will see your playlist has been created titled 'New Playlist'

-Drag songs manually from your library to 'New Playlist'

-Go under your iPhone and click the music tab and select your playlist as it will appear on the screen.
