Transfer upgrade process to iPhone, activation

Hi there,
I just ordered an iPhone for my sister for Christmas using an upgrade from another phone on our account. So I was wondering how I will activate the iphone on my sisters line. According to the Verizon person I talked to on the phone, I will have to first activate it on the line that was eligible for the upgrade, and then do something with the sim cards.

I kind of suck at explaining things, so I will try this method.
Phone Line A was eligible for upgrade.
Phone Line B will be receiving this upgrade.
It sounds like I will have to first activate the iPhone on Phone Line A, and then reactivate the existing phone on this line. Then I have to do something with the SIM cards...but not sure?

Does this sound right to you?

would you be able to elaborate what exactly i would have to do with the sim cards?

You would need to Activate it on the number you ordered it on. Then go to Vzw and get a new sim. then activate it on the new number the sim card is only meant for one number so if you transfer the phone to a new number you need a new sim ( this does not apply if you change your number of some one like keeps calling you and won't stop
