Hello!
I've purchased Verizon 4s on eBay, the phone was under Verizon contract but seller upgraded 4s to 5 and transferred the service to his new iphone 5.
But when I check 4s IMEI on imei.info it says that 4s is still locked.
Can you unlock such device?

The seller should have unlocked the phone before removing it from an active account.

But if the seller already removed 4s from an active account? Are there any ways to unlock the device by IMEI for example?

You have to be an active customer with an active account. You activate the phone on your line and meet the other qualifications Verizon Wireless has set in place before requesting the SIM unlock.
