I have an old iPhone 4 which I know is being dropped at the end of the year as it's 3G. But I took it and an iPhone 6 to a Verizon store, and the employee there told me they couldn't activate the iPhone 6 because it was "too old".
I know that 3G is being dropped; but the iPhone 6 is 4G with VoLTE. Did I get bad information? Is Verizon no longer activating iPhone6 devices?

The devices that are not supported are listed on our website found here https://www.verizon.com/support/knowledge-base-218813/ under the "How Do I Know if I have an impacted Device" section. The iPhone 6 is not one of these devices. Impacted iOS devices are:

So how can I go about activating my iPhone6 if the local Verizon store refuses to do it because it's "too old"? Are individual stores able to make this decision?
