Voicemail not working for forwarded calls

I have calls forwarded to my Verizon iPhone and if I do not answer those forwarded calls they should go to my voicemail that has worked for years in the past.  Now people are hearing "Service is temporarily not available please try again later.  Unfortunately the system cannot process your entry please try again later goodbye." and then it hangs up on them.  If someone calls this Verizon iPhone directly they get my normal voicemail and it shows up on my phone.  I have turned my phone on and off, turned off the call forwarding and then back on, on the other phone.  I cannot figure out why it has been doing this.  I know that has been doing this for months.  If I answer the calls everything works fine it is just when it goes to voicemail that I have a problem with the forwarded calls.  Any help with this would be great.
