Where can I toggle my Landscape reading mode?

When I turn my phone to read the screen as landscape view.  Nothing happens.  The phone doesn't respond.  Where is the setting for this?

Pull up the bottom of your screen to make sure the Portrait Orientation lock isn't on. It's the last icon on the top row
