Why am I unable to receive texts on reactivated iPhone 4?

Can not send or receive texts on reactivated iPhone 4 from other Apple devices but can send and receive from Android phone. Also, I-pad under same Apple account as reactivated I phone 4 CAN receive texts from other Apple devices. Reactivated I phone 4 was originally under different number and account. Does anyone have idea why this might be happening

I rely on my text messages daily, SamHa. I can't imagine not being able to send or receive messages with friends and family. Let's get this figured out. What happens when you try to send/receive text messages from non-Apple devices? Any issues with phone calls?
