Why hasn't my SIM card been activated yet?

I bought a verizon iphone 5s and the matching sim card, replaced my old phone on my account with the iphone and went from basic plan to smartphone plan, but my sim card hasn't activated yet? My iphone keeps saying "iphone is not activated contact your carrier at 1 (800) 922-0204 from another phone if this problem continues to occur." I dont really have another phone i can call off of.
