So for the past couple months no one has been able to leave me a voicemail and I keep forgetting to fix it. For some reason my voicemail is telling me it's full, but when I call *86, i'm told there's no new messages. Is my best option to just call Verizon and have them deal with it? Nothing has been disabled that I can see and I don't have a 'deleted messages' option. I have an iPhone 7 plus.

Are you certain that you don't have some sort of call forward on your line? You can have your line set to forward to another number if it isn't answered, which could be why you see your voicemail as empty, but callers see it as full. Try dialing *73 to disable any call forwarding, and then check if others can leave you voicemails.
Anneemonster, voicemail is a feature everyone needs so let’s get this working right away. With the iPhone 7, have you checked the voicemail feature within the Phone app? You can also ensure the call forwarding is disabled by dialing *73 and wait for a couple beeps/message.

That’s exactly what it was! I used to have another line but I recently removed it. Maybe it had something to do with that? Either way, people can finally leave me voicemails and that’s all I care about haha. Thank you!
I just cleared this up myself - here's the problem:
When you delete voicemails on your iPhone keep in mind that your phone is just a device. It's SUPPOSED to link with your provider (e.g. Verizon) and instruct Verizon to delete the messages. Often times, that instruction from your phone to your provider DOES NOT execute. So the voicemail you thought you just deleted by swiping it on your iPhone is actually still logged/saved in your voicemail inbox which is managed by your provider on their server. So what I did was dial *86 to access my voicemail (I have Verizon) and discovered I had 22 saved voicemails even though my iPhone was showing no voicemails saved. Ergo the issue. So when I called *86 to access my Verizon voicemail I had to manually delete (by pressing 7) all the saved voicemails. You don't have to listen to the entire message, as soon as the voice says, "Message received...." just hit 7 and it'll delete.
Do this for all your unintentionally saved messages and you're good to go. #annoying
