Why would a text message arrive in a scrambled form, unable to read?

I Sent a text message and when the person received it, it was as if encrypted.  What would cause thiis?

Is the other person receiving it as an iMessage or an SMS. Is the other person a Verizon customer or another carrier? Could the other person have a language setting other than English and then when sending a text message, it gets garbled (especially character based languages). Could the other person be using an app that is not a standard SMS app?
