Your right Elector about the phone not being a global phone, but Joanie53 will still be able to use her phone in Puerto Rico. Puerto Rico has a CDMA network and Verizon phones are able to function in the country.

Most of Puerto Rico is covered under national domestic plans. If the device indicates Roaming, the voice rate is $0.69/min.

Call 611 from your cell phone and ask Verizon. The iphone 4 is not a global phone.
