another wifi greyed out after ios 7

my daughter bought into updating to ios 7 with her iphone 4s.  withing 3 days her wifi was greyed out and won't turn on.  i've seen so many posts about this but no actual help or answers.  we did all the restores, hard and soft.  did complete wipeout to restore to factory settings.  went to verizon store. they said call apple.  they gave me "help" and i use that term loosely via email which turned out to be something i had done twice already.  verizon store suggested i update my insurance to include tech help. but haven't been able to find number to get that help.  we even read it may be wifi antenna so we ordered new and replaced it.  can't turn phone in with insurance anyway since screen has slight crack in corner from a year ago (no relation to wifi issue).  is there anyone who has actually gotten this problem solved?  have we all been screwed by apple and verizon?
