device swap - "we are unable to find the details in our system for this device" error

I've always been able to go on the website and swap, but this time it gave me this error. I called in #verizon #customersupport twice. First one said it worked but it did not and the second call she basically said she does not know why it is not working and to wait 2 hrs. Any idea how I can get this done? It is really frustrating.
