how do I get VOICE OVER OFF

I tapped on Voice Over ONLY to see WHAT it was and got "IMPORTANT MESSAGE.... if you DON'T want it tap CANCEL and the HOME key" which I have done but it DOES NOT TAKE IT AWAY.  I am UNABLE to use the phone at all.

We want you to be able to use your phone again Elvira419. Let's get this voiceover turned off for you. There are a couple ways to turn this off. The first method to try is by pressing the home button three times. You should hear an announcement 'Voiceover Off'. This will get you back to normal mode. If you don't hear the announcement, you will want to try: Settings>General>Accessibility>Voiceover>double tap to turn OFF.
