My new Apple iphone 5c will not ring. I need step by step instructions on how to do this.

Read the manual for step by step instructions.
However you can try this.
Upper left corner of the phone is a small toggle. If it shows red its in vibrate mode. Slide it to the other side vibrate only is then off.
Second thing is to go into Settings-Do Not Disturb
Turn it off. Additionally look down at the "receive calls from" and click the side arrow to select "everyone"
That should fix your problem.
