Yes, but supplies will be very very limited.  I would not count as a certainty getting one on that day if you did not preorder.

According to the Apple website it looks like the 6s in a variety of colors and sizes are still showing a ship date of 9/25 so you may be in luck if you pop on over there and order.  Verizon's site is even showing the 6s as being available for a 9/25 delivery.  Now the 6s+...that's a different story; 3-4 weeks on Apple's site and Verizon is showing anywhere from 10/4-10/28 depending on your choice of color and size.  Good luck to you...

Depends on your area and how well those stores get stocked. You won't know until you actually go but I would suggest you go a little before opening...especially if you want certain models or colors (Rose Gold will go fast. 128 GB pluses will go fast. Etc).
